This document constitutes a request for bids for the purchase of training services for the Human Services Finance Officers (HSFO).
The contract period shall begin upon the date of award and will end after a 3-year time period, with an option to extend by the HSFO Executive Board.
With the signing of a contract for this training, the vendor must maintain an active corporate membership with HSFO.
Contract can be reviewed on an annual basis to evaluate performance measures if HSFO has received low reviews from attendees, contract may be cancelled.
Vendor shall list staff members who will conduct trainings and their experience within their firm as well as any state government experience. This is to support evidence that the vendor will have adequate staffing for trainings.
General Requirements:
The vendor shall provide training services for HSFO on an as needed, if needed basis. The HSFO anticipates the vendor may be requested to provide two (2) training sessions per year but makes no guarantee as to the total amount of services to be requested.
- All training sessions shall include the curriculum outlined below and consist of two (2) consecutive days in length at a minimum of fourteen (14) hours of direct training, not to exceed eight (8) hours per day. Time period of training can be updated if two (2) days is not adequate time to provide and address real life scenarios and questions within the training.
- Each training session shall be scheduled during regular work hours (Monday through Friday, 8:00 a.m. through 5:00 p.m. CST), unless alternate schedule is approved by the HSFO.
- The vendor shall provide the final overview and copy of the approved training curriculum at minimum one calendar month before first training session.
- The vendor shall provide each training session to a maximum of thirty-five (35) participants.
- The vendor shall provide a complete set of training materials to each participant, if applicable.

- Alternative dates may be acceptable if mutually agreeable by the HSFO.
- The vendor shall provide additional training sessions as requested by HSFO.some text
- Additional training sessions shall be scheduled on mutually agreeable dates between the vendor and HSFO.
- All training sessions will be hosted by HSFO at a designated location to be determined.some text
- Food and beverages will be provided by HSFO or at each attendee’s own cost.
Training Curriculum:
The Human Services Finance Officers (HSFO) would like curriculum designed around the creation and submission of the ACF-696 Expenditures report. The curriculum should include:
- Discussion of the ACF-696 instructions
- Discussion of the 45 CFR Part 98
- Discussion of the Mandatory, Matching and Discretionary grants
- A line-by-line description of allowable expenditures
- Maintenance of Effort (MOE) Do’s and Don’ts
- Pre-k matching and Pre-k MOE
- Opportunities for allowable spending
- How to spend TANF Transfer
- TANF Direct
- Discussion of how states complete the report
- Entry into Grant Solutions/OLDC
- Due dates
An example from a member state agency would be helpful – if possible.
Prior to training being offered on the website, the following is needed:
- Resumes for content developers, instructors and content reviewer which demonstrates their experience in the subject matter.
- Signed document indicating that a review was completed by someone other than the developer of the subject matter for correctness and applicability.
- 50 minutes of instruction for each credit hour recommended. Agenda with allocated minutes is required.
- Program description with learning objectives
- Course announcement information for potential attendees to evaluate the relevance of the training to their position.
After completion of training, the following is needed:
- PowerPoint and/or Training materials
- Evaluation form (to be provided by HSFO) for each training completed by each participant
- Completed Sign In & Out sheets documenting attendance for each participant for each session.
Pricing:
The vendor shall provide a firm, fixed price for provision of the services required in accordance with this RFP. All costs associated with providing the required services, including travel expenses (travel, meals, etc.) materials, handouts, participant manuals and any other support manuals shall be included in the stated price.
Invoicing and Payments:
The vendor shall be paid in accordance with the firm, fixed price stated on the pricing page for authorized services provided. Invoices shall be submitted to HSFO within 30 calendar days following rendered services to the following: hsfoadmin@hsfo.org
